As a preparation for the Millennium+5 Summit at the United Nations in September 2005, the report details the progress/lack of progress, toward the eight Millennium Development Goals, and how large an effort is needed to achieve them. The World Bank’s “Global Monitoring Report 2005”. See especially Chapter 3 on scaling up service delivery. It discusses ways to improve aid delivery mechanisms, arguing that pouring new money into existing systems is no guarantee of better results and could lead to greater corruption. In addition to improvements in health and education service delivery--equally critical are improvements in public financial management; parliamentary scrutiny of budget execution; transparency of government accounts; monitoring and evaluation systems that identify what works, what doesn't and why, etc.

The paper provides a framework for monitoring policies and actions related to the Millennium Development Goals and other development outcomes.
