GCAP Bolivia - Report 2007
Bolivia has a positive political climate for changes with a government backed by the population that has decided to adopt and implement significant political and social changes. These changes require follow up and active participation of civil society with the objective that the most vulnerable and less appreciated sectors of the country receive adequate attention in this period of national changes.
Not only the domestic political context is in favour for the eradication of poverty in Bolivia, also the economical climate. The bolivian goverment has adopted measures that are addressed to the benefit the most vulnerable sectors of the population, i.e. the nationalization of hidrocarburates, the approval of new regulations for the use of resources coming from this nationalization: i.e. subsidies for kids who attend primary school, subsidies for elderly people, re-orientation of the national bill having as priority education and health, official statement of the government
position that human brights should prevail over commercial and trade interests, among many other measures.
During 2007 GCAP Bolivia have been monitoring if the government fullfill it´s promnises. GCAP Bolivia has taken as a case study goverment investment in the health sector. GACP Bolivia carried out a survey to assess if the
National Health Policies are dedicated to respond to the felt needs of the poorest. We claim for a pro - poor orientation of national policies and strategies.
GCAP Bolivia promoted during 2007 that the Bolivian population can exercise their right to direct participation in decision making, in a participative processes; supervise and to evaluate the results and impact of public
decisions, puting under public scrutiny some policies.
For the before mentioned reasons and the urgent necessity that exists in the country to open up processes of decision making, GCAP Bolivia promoted a strong civic participation and contributed to establish a social accountabilty system, strengthening, promoting and encouraging this civic participation through the consumers movement in Bolivia, looking for their insertion and positioning in society, in order to contribute to the creation of a "critical mass" through a process of political and social strengthening of the public in general, from the perspective of Human Rights and especially of excluded groups and through the amplification of the democratic culture.
Among the main results of the GCAP Bolivia activities during 2007 we can mention:
- GCAP Bolivia Involved and committed around 30 civil society organizations working together as part of the GCAP Bolivia
- Proposals of civil society institutions were formnulated as part of the GCAP Bolivia and transmitted to national authorities and taken into account and introduced in plans, programs and public policies.
- Thanks to GCAP Bolivia activities more civil society organizations participated in the process of decision making and the elaboration, preparation and monitoring of public policies.
GCAP Bolivia organized different events and actions as part of the GCAP world wide movement:
- Different meetings, debates, press conferences were organized during October 17 ( International Day for Erradication of Poverty). More than 30 organizations participated of these events, in different regions of Bolivia (urban, peripheral and rural areas). Mainly groups of young activist were quite active visiting mass media, communities,organizing debates, events, meetings, demostrations, etc.
- On March 8 GCAP Bolivia celebrated the International Day of Women, with different actaivities: exhibition of films, deabtes, press releases, presentation of materials ( Posters, leaflets, newsletters,etc)
- On March 15, GCAP Bolivia partipated of the activities of the Consumers Day Celebration, sharing facts and data about popuilation access to pure water, sanitation, adequate nutrition, access to health care in Bolivia and Internationally, illustrating the gap between rich countries and poor countries and the respect to Human Rights.
- GCAP Bolivia was quite active during the G8 meeting (July 7. Press releases, newsletters, radio spots, mass media interviews were organized, sharing the view of GCAP and demanding to express public concern.
The Platform GCAP Bolivia during 2007 has displayed numerous activities at national and local level involving more than 800 volunteer activists which executed lobby activities, involving national authorities, organizing public manifestations, delivering different messages, attending interviews in the media (radio, television, newspapers, etc.), demanding the implementation of public policies in order to achieve and surpass the Millennium Development Goals (MDGs). Moreover, GCAP activist visited authorities, the offices of the United Nations and other institutions in
order to request the cancellation of the countries´ foreign debt, the fullfillment of international promises of rich countries leaders, etc.
We consider to have reached, on different dates and with different activities about one and half million people in the country through the mass media and means of communication (15 radio stations were contracted to deliver radio spots, 4 times a day, with key GCAP messages, broadcasted in local languages: aiumara, quechua, spanish).
Two GCAP Bolivia seminars were attended by more than 250 delegates of different organizations and civil society institutions, as well as national authorities. Topics such as exclusion, justice, the Millennium Development Goals, gender, fair trade, external debts, among others, were under debate.

In La Paz and in another 10 main cities of Bolivia, interviews with mass media (Radio, TV) were organized.

15 Radio Stations broadcasted short messages related to to GCAP activities and progresses and restrictions toward the MDGs.

On July 7, 2007 a Civil Society report on MDGs in Bolivia was released and widely distributed. This survey - report prepared by AIS Bolivia, as Focal Point of GCAP in Bolivia illustrates clearly that progresses are to slow and international leaders commitments and promises are not translated in practice in to facts to help less favoured nations and people suffering of malnutrition, lack of access tu pure water, sanitation health care, essential medicines, appropriate housing, basic education, among other factors of discrimination. The survey also illustrates the unequal and unjust distribution of wealth internationally and In Bolivia. Statistics, figures data endorse the survey, which was widely delivered to national and international authorities, illustrating the MDGs situation, using the Bolivian case, as a case study.

Videos about MDGs, Poverty, trade agreements, external debt, Poverty Reduction Strategies, were shared in various cities with groups of young people, workers unions, mothers clubs, public universities, NGOs, etc. A debate was open after each exhibition.

WHITE BAND DAY II
Wake-Up to Poverty! on Saturday 10th. September
In the lead up to the second key day of global GCAP mobilisation, the national coalition is organising a series of campaigning actions across the country. Activities include distribution of posters, leaflets and 10,000 white bands, wrapping iconic buildings in all major cities as well as securing TV and radio coverage to raise awareness and further understanding of the Millennium Development Goals (MDG's) and how they relate to poverty and debt cancellation.

GCAP Bolivia actions "Make Poverty History"
In Bolivia, a coalition of civil society organizations joining the GCAP initiative is composed of around 37 institutions, working together under the banner of "Make Poverty History" that have regular meetings facilitated by Accion Internacional por la Salud (AIS Bolivia) and the Comite Defensa de Los Derechos Del Consumidor (CODEDCO Bolivia), as focal point for GCAP, with support of NOVIB (The Netherlands), KZE- Misereor (Germany) and Wemos (The Netherlands).
The institituions and organization which adhere this movement of the GCAP Bolivia, come together periodically in order to decide on the different activities related to the GCAP movement and related issues. For the second White Band Day and educate the public, the GCAP Bolivia prepared meetings and debates with National Authorities. The Minister of Health, will be present in the first debate, as well as other high level Bolivian authorities next September 1st.
At the same time, posters are being released and radio messages broadcasted on twenty radio stations around the country and since next september a thirty-second advert will be passed on the main television networks in Bolivia.
Between September 1st to 15, GCAP Bolivia will wrapped white bands around the main buildings in La Paz and El Alto City. Thousands of young people will participate of debates, talks, demonstrations on this day, in addition to conferences on issues of poverty being organized in various cities.
According to the Coordinator General of AIS-CODEDCO Bolivia Dr. Oscar Lanza Van Den Berghe, the Bolivian GCAP has planned to organize debates also with some national authorities to get the official Bolivian position on which are the progresses towards the Milineium Develompent Goals (MDGs), as well on issues related to international trade rules, WTO, debt and aid.
Radio messages will be broadcasted on what are the MDGs and which are the real progress to attain these MDGs in Spanish and native national languages (Aymara and Quechua). The San Andres Public University, and the El Alto Public University, will movilize thounsand of students , as well as several other institutions, organization and persons, in the main cities of Bolivia.
Lots of materials will be widely distributed and volunteers will visit rural and peripheral areas, to share with community leaders videos, talks and inform what is the GCAP movement about. The movilized organizations and people will participate of debates, talks, conferences, demonstrations on this second white band day. Many other activities are been planned for September and December adhereing the GCAP movement.
