Independent reports from GCAP-Pakistan Coalition Partners and others
CSOs suggest that over 2.5 million people, mostly women and children,
have been affected due to the military operation with the extremists.
Many homes have been destroyed, so are the means of livelihood
including shops, hotel industry, standing crops (including fruit
orchards) devastated, livestock have been left without any care.
Fortunately the Swat district is among the few districts of the
Province Pakhtoonkhwa which have better literacy rate including of
women. Unfortunately, however a majority of the schools particularly
girls’ schools and other educational institutions have been bombed by
the militants thus leaving less opportunity for the future generation
to get education.

“We wish to express our condolences to his family, and solidarity with all other civil society organizations and activist groups he worked effortlessly with through the years,” said GCAP co-chair Kumi Naidoo.

Since 2006, Dr Abdul-Raheem, known as ‘Taju’ to his friends, was the Deputy Director for the United Nations Millennium Campaign in Africa where he fought for justice and equality for the world’s poorest. Throughout his career, Taju worked to ensure that civil society voices continue to be heard in the global effort against poverty and injustice.

Taju was well known as an outspoken Pan-Africanist who for more than two decades engaged with leading African civil society movements across Africa. He was an outstanding leader and campaigner for global justice and good governance, public accountability, human rights and democracy.

As part of the GCAP family, Taju in collaboration with the UNMC played a leadership role on the ‘Stand Up’ campaign to take action to end poverty. For the past three years, millions of people around the world have stood up to show their support for the fight against poverty and the Millennium Development Goals (MDGs) - Taju was a prominent spokesperson for the MDGs.

Taju was never afraid to speak his mind and raised difficult and thorny issues. Last year, during the Aid Effectiveness Conference in Ghana he lamented the fact that the culture of “remunerated solidarity” from the North and a culture of protest by “per diem” in the South needed to be reversed and replaced by true genuine solidarity.

Kumi Naidoo, who has been a close friend of Taju’s for almost twenty five years said:

“Taju was an African visionary whose infectious laughter, brilliant mind and deep passionate commitment to African unity and integration will be deeply missed. Taju would not want us to mourn his death but to celebrate his life and values by intensifying our fight for global justice and for the political and economic liberation for the people of Africa. His death in the early hours of the morning of Africa Day is a symbolic reminder of his deep love and affection for the people of Africa as whole and for the dream of pan-African unity.”

He will be greatly missed and remembered by the GCAP family. Our greatest sympathies go to Taju’s wife Munira, and his children Aisha and Aida.

The conclusion of the meeting arrived to this important recognition by the representatives of organizations and platforms that attended the meeting as well as by the organizers themselves. Both parts have committed to give continuity to this process.

The former Minister of Economic Coordination of Ecuador, Pedro Paéz, responding to the complexity of the analysis and the avalanche of questions and proposals, asked “who’s going to do all this?” and replied “Fuente ovejuna, todos a una”. (T.N.: Fuente Ovejuna is a play by the Spanish playwright, Lope de Vega, 1619), meaning that the recession is on its way and that all of us must contribute to the solution.

United Nations must shake off the dust of the humiliation of having been left aside. Reformulation must come from the analysis of affected people and societies and not from those who are the explicit symbol of the eruption of the crisis (accumulation, speculation). The crisis gives us an opportunity to rethink the development paradigm, association, the relationship with the environment, rules and regulations, the role of State and the role of market and commerce, the place of the financial system, gender equity, recognition of care economy, debt cancellation for poorest countries, debt moratorium for middle-income countries, supplementary efforts for Latin America and Asia, the role of the private sector regulated by state public bodies, the role of national strategic planning without the shadow of the highly demonized protectionism appearing as a spectre…These issues have been analyzed by civil society since the inception of the World Social Forum and are now taken into account by an instance of United Nations, as consultation.

Now we have to define how civil society will manage and monitor the transparency and efficacy of this process. This is a complex issue which can be faced. Civil society has experience in analysing, projecting and proposing plausible scenarios.

From now on to the June summit in New York there is a short but feasible time to follow up civil society’s proposals.

Today, however, in the light of the fire sparked by the several crises that converge in the crisis of the economic model of unbounded accumulation, international organizations cannot put out the fire and some of them do not even have the juridical frameworks, legitimacy, institutionalism and structure that national states do have to manage the solutions agreed with the aim to redirect the role of the economy in the life of our societies.

This was the core message of Peter Walh, World Economy, Ecology and Development (WEED) in the Symposium "The global economic crisis and development -the way forward".

This is one of the main issues in the role that each institution has to play in the post-crisis path we are already walking.

Yesterday three simultaneous panels were held. One of them addressed the crisis’ impact on women. Diana Aguiar, International Gender and Trade Network (IGTN) and member of the Women’s Working Group on Financing for Development (WWW on FfD) highlighted that the packages announced by the G-20 do not take into account the dynamization of economic sectors that work with female workforce. Furthermore, all sectors that are losing their income level are reported to be in the families where women are the most affected. Women have to be considered as subject and not as object of policies and solutions.

The morning discussion focused almost exclusively on who will set in motion the elements stemming from these civil society’s proposals and it is to be expected that these proposals will be considered in the Heads of State meeting on the economic crisis to be held in June in New York.
Today further arguments on the systemic nature of the crisis were discussed.

A representative of the world federation of trade unions, as member of the World Social Forum, addressed the table on the need to maintain transparency and openness to civil society in the United Nations spaces. She saluted the call for civil society to present their proposals and be heard and recalled that in the past years civil society’s multiple warnings and proposals for a model that had caused exclusion and social disparities were not heard. She demanded the increasing promotion of civil society’s participation.

The external debt deserved an important chapter, and arguments were put forth on the reason and need for its cancellation. Trade should be necessarily guided by the logic and philosophy of Fair Trade.

The majority agreed that the United Nations should have the leading role in the management of the crisis: a reformed United Nations supported by the national states and using the global package for the countries with lowest economic resources. Within a context in which rich countries have made large disbursements to inject in their banks, a proposal to cancel the external debt was brought forward. A significant political will to reform the Bretton Woods institutions (IMF and WB) was demanded.

Summing up, a “new green pact” is needed, where governments play a new role and disparities are taken into account, among them, gender inequality. If serious thought is not given to all the analyses, social explosion will be uncontrollable, as shown by social movements’ rallies in different countries of the world (Madrid, Berlin, London, etc.).

For all the above reasons it is very important that the New York meeting has the attendance of all Heads of State and that the Stiglitz Commission’s document shall be given due consideration, as an obligation and not as a suggestion.

Luisa Cruz Hefti, GCAP Feminist Task Force

The public Symposium “Global economic crisis and development – the way forward”, organized by the United Nations Conference on Trade and Development in cooperation with the United Nations Non-Governmental Liaison Service (NGLS), opened today.

The different international civil society networks, organizations, platforms, trade-unions that work on the issues of debt cancellation, women’s rights, the World Social Forum, climate change, health care, children’s rights, etc. have gathered in the Palais des Nations, Geneva.

The voices of the people demonstrating for humanitarian response to the crisis outside the UN space drifted away in the spring drizzle. In the room prepared for the event, civil society documents and statements were delivered to the attending representatives.

The President of UNCTAD Board, Dian Trianshah Djani, chaired the panel from 10 am to 1:15 pm.

Most presentations emphasized on:

Characteristics of the crisis

The crisis (or crises) that erupted in 2008 had been brewing in a model set in motion 30 years ago.

It is a systemic crisis, that is to say, it affects the whole society system and the relationships between market, society and the State (nation).

Finances supplanted production and real economy.

The crisis affects the foundations of the present society so society has to be called for and its opinions and proposals must be heard

UNCTAD and other supranational organizations warned about the problems that were brewing and they were not heard

The financial crisis stemmed from usury practiced by rich countries’ banks but it affects the poor and poorest in emerging countries, low-income countries, developing countries, impoverished countries or whatever these countries are called depending on the aspect taken into account.

The fact that the G20 included this issue in its debates and decisions of April 2009 is interesting. However, the rescue plan of banks is a great hypocrisy as the flow of funds allocated to development decreases, regardless of the signed commitments by Heads of States of wealthy countries.

Relevant aspects to consider in the solution to the crisis

A new paradigm that redirects the role of economy to restore the importance of productivity is needed

The impacts on vulnerable population sectors have been clearly underlined, and the negative effects on women and children in particular.

A renewed role of National States -this time within the framework of a globalized process that did not exist before; this process is demanded to be inclusive.

Inclusion, reduction and disappearance of disparities between countries. Return to their strategic plans and the protection of their strategic sectors which were dismantled by the formulas of international financial organizations (International Monetary Fund).

Build up a new financial morality and benefit-generation management: national and international rules and regulations

Definition of a new association among countries that would lead us to the reform of the United Nations, its bodies and to a new financial architecture.

A gender-sensitive global package (the additional US$ 1.1 trillion programme established by the G20 in London) for impoverished countries.

Ensure a progressive increase of financing for development.

Economy predictions must go beyond econometric mathematic models and must study permanently the qualitative aspects of human beings’ expectations and patterns of conduct in resource management. Both rational and irrational aspects should be taken into account.

It is estimated that for each year of crisis, four or five years are needed for the measures taken to overcome the crisis to produce any results. These crises are estimated to last until 2011 and unemployment rates are expected to increase and surpass the 14 million people who lost their jobs in 2008.

We should not let ourselves be dazzled by the apparent improvement of the stock market which reacted to the recent funds injection in rich countries’ economies.

Increase employment, ensuring that a good percentage of it is directed to women.

Improve social security systems. 24% of workers are estimated to be poorly insured due to the last employment flexibilization policies.

Controversy

Who would lead this process: G20? (which has already given a first step in this area?)

United Nations as the most credible actor? There is no defined consensus on the issue.

Those were some of the elements of the first day of the symposium in Geneva.

Luisa Cruz Hefti, GCAP Feminist Task Force

There can be few greater challenges in the 21st century than addressing the threat of climate change. Left unmitigated, the impacts are expected to be devastating. Urgent action is needed to find solutions to a global problem. People living in poverty depend disproportionately on the environment for their livelihoods. Climate change is a threat to these livelihoods and intensifies the impact of other environmental threats and hazards, and exposes those most dependent on environmental resources namely the poor, indigenous people and women to greater deprivation and economic risk.

GCAP has been actively involved in the past couple of years in climate change and environmental justice issues and would like to intensify mobilisation around these crucial issues. In order to help achieve this objective, GCAP has partnered with the Global Campaign for Climate Action (GCCA).
