GCAP Internet Options Review July 2007
In 2004, GCAP’s whiteband.org site was initiated and there was a strong vision for how to use the site for supporting the coalition and coalition supporters around the world. However this vision has still barely progressed partly due to the embryonic nature of GCAP in 2004, the fact that the vision wasn’t shared, the lack of a clear decision making process for the online activities.
In 2007, GCAP has a much clearer decision making process for the online activities and a strong desire to work towards a vision of the whiteband.org site (and other internet activities) serving national coalitions and national coalition supporters. However to achieve this they must learn from the past plus find a way of working, suppliers and plans that help deliver on the campaign objectives.
FairSay has been intermittently involved with this process since 2004 when it delivered a prototype site for GCAP. In 2005 it was responsible for the development of the e-campaigning technology and news feed technology and worked hands-on on the on-site campaigning actions. In 2006 it was only minimally involved through being consulted on issues around transitioning the site and the data.
Due to this long-term involvement, FairSay was approached to help review the current situation, and advise on ways forward.
Objectives
1. Recommend ways forward for how GCAP can use the Internet for helping to achieve its campaigning and coalition support objectives
2. Identify key learning from the GCAP experiences of trying to setup and manage a campaigning presence online since 2005

GCAP online network in 2006
The broad objectives of the review were a) to provide GCAP with an independent and rigorous assessment of the accomplishments and challenges of the campaign and b) to collect experiences, generate preliminary lessons and provoke ideas and recommendations for the future of GCAP.
