Day 5 of Mobilization – March 12th ”Armed Conflict ”

Fifteen years ago the Beijing Platform for Action called for increased women’s participation in conflict resolution and peacekeeping, peace-building and reconstruction. It also called for the protection of women living in situations of armed and other conflicts, displaced women and refugees. Over the last decade, gains have been made at the UN with the Security Council putting in place a stronger normative framework on women’s participation in peace processes, the elimination of sexual violence in armed conflict, and the protection and promotion of women’s human rights.

This year alone, 2010 marks the tenth anniversary of the UN Security Council (SC) Resolution 1325, the first resolution ever passed by the Security Council that specifically addresses the impact of war on women, and women's contributions to conflict resolution and sustainable peace. Since then, three other SC resolutions have been adopted specifically dealing with women, peace and security and creating awareness about sexual violence in armed conflicts:  SC Resolution 1820 (adopted 19 June 2008), SC Resolution 1888 (adopted 30 September 2009), and SC Resolution 1889 (adopted 5 October 2009).

Over the past two weeks at the UN Commission on the Status of Women (CSW) women discussed efforts to advance sustainable peace and co-existence in the Palestinian and Israeli peace process.  Women spoke-up on the advances in Liberia, where women have demanded peace and lead the efforts to bring peace to that country.  Feeling empowered, they did not stop there but continued to advance in the area of women’s political participation.   

At the closing today of the CSW, we saw more advances in the area of women, peace and security with the adoption of a resolution,  Release of women and children taken hostage, including those subsequently imprisoned in armed conflicts (document E/CN.6/2010/L.3).  The text stressed the need for these women and children to be part of peace processes.

With some objections and controversy, the CSW also adopted a resolution on the situation of and assistance to Palestinian women (document E/CN.6/2010/L.4), stressing that conflict women and children were most affected.  According to the UN Department of Public Information (DPI) report of the negotiations, the Israeli delegate objected to the resolution, saying the text singled out Israel while no other geographical resolution had been brought before the CSW and such politicization was seen in the fact that the Beijing Platform for Action refrained from mentioning any regional conflicts. Further, DPI reported that the Palestinian delegate pointed out that nothing effected Palestinian women more than a 43-year-old occupation by Israel.  In that context, she recalled that, just after the announcement to resume indirect talks, Israel had announced the construction of 1,600 new settlements in East Jerusalem.  That was the real obstacle to peace.

The marking of the 10th anniversary of UNSCR 1325 in October 2010 needs to focus on specific outcomes for women in conflict situations. Throughout this year and in the build-up to the anniversary, PeaceWomen and our partners in the NGO Working Group will advocate for concrete action and accountability.”
